Edit: If you have any tips or suggestions I'd be interested to hear them.
I also was able to run portal 2 through a console hack as well, but it gets virtually unplayable when they introduce repulsion gels.
fear, simcity 4, civilization iv are also games that should work as well.
You do realise your drivers have nothing to do with your graphics chipset being integrated? I mean, you can still update your drivers. If you're saying you haven't (or you can't) then I bet that explains your HL2 issues, as that's normally how outdated drivers manifests itself.
I predominantly use my old laptop as a gaming machine (often because I'm bed-bound). It has an integrated chipset, although it's an ATI one.
I'll happily suggest having a look through my games list, as the majority will play on low end machines, but I can't say for sure whether they support Intel chipsets.
I'd honestly make sure you have the most up-to-date drivers, assuming I've understood your post correctly. Also, check for custom drivers too. I've heard that they can be better for certain games with those Intel devices.
Okay, first, not to be offensive or anything, but did you read my original post? It says I have a Toshiba prebuilt.
Second, I've checked the official Canadian (Okay, I don't want any "eh" jokes around here. We really don't say that.) Toshiba website and entered my serial and part number. The last update of drivers was in 2011.
Graphics-wise you shoudl be alright, but that Atom processor is VERY low-powered. It's designed to be a low-power consumption processor so it is very much one of the weak links there.
I would bet good money that's the major cause of your choppy gameplay in such a case. Again, giving you some point of reference, my aforementioned laptop has a dual-core 2GHz CPU and it'll run L4D on 1280x720 fine with medium settings.
Yes, I did, and as I explained, the point about it being a prebuilt is somewhat moot. If you know what graphics chipset you run you can find drivers for it - this is also why I mentioned custom ones.

Any one know of a popular Steam group for low-end gamers?
I do know which graphics chipset I have. It is the Intel GMA 3150. As I said, the last update was in 2011, and I got my notebook in 2013. Also, I compared updates. I have 2230, and that's the latest one. It may say 2330, but that's a typo. I tried it out too, but It said update 2230.
