Almost All games in Low quality Textures
Ive been having this problem since last year with almost all of my games that use textures. Every single game that uses textures are ALWAYS in low quality, it does not matter what the settings are set on in the game. They're ALWAYS in low texture quality.

I see this problem in all of my games that run on the Source engine (TF2, L4D2, Portal 2, GMod) and some others such as Bioshock.

I dont know if its that, according to my specs, or that my computer isn't strong enough, but I want to know if there is a solution to fixing this low texture problem.

i have this same problem, even on half-life 1, i tried doing the command mat_picmip -4, but it doesnt stay
What is your monitor resolution? that is one of the factors for quality issues, if it isn't 1080p or 720p then the quality will suffer.
My old laptop was 1366x768.

This became outdated very quickly! But I now have a desktop with a 1600x900 monitor. I think the same problem may be happening here.
Have you set global texture quality in your graphics driver control panel?
ReBoot is too fast.

I know my Nvidia card has an option to automatically adjust the settings for some games to optimize performance. Is it possible you have something like that enabled in Catalyst Control Center?

As Reboot points out, when you have the SAME issues appearing across many games, then you have your graphics control panel set incorrectly.

Look within Catalyst Control Centre for options where textures should be set to "let application decide".
I have Intel Graphics, so there's not that much specific settings on textures. However, any 3D settings are set to "application settings"

don't go well together. Now come clear about your hardware. You have to be lying as seprate Intel graphics cards don't even exist. But you can't have Intel Graphics when you have an AMD processor. So stop lying and come clear!

Well, you have 2 graphics cards then (as Reboot points out).

You need to work out which one is the one you're actually using, then go to the respective control panels.

If it IS the Intel one, then you still can choose such settings in their control panel too - I'm using a crappy laptop with an Intel chipset atm.
Fixed the description! You guys were confusing my graphics cards between my old laptop and my current desktop. I had left this post thinking that nobody would respond when i had my laptop.

I need to test my desktop to see if the mat_picmip command will work, but in case it doesn't let me know what i should do!

So, my current specs are already inserted. After doing some mat_picmip tests on Portal 2, there seems to be no improvement whatsoever. Im not sure what to do to about that.

"Your current specs are already inserted" - I don't know what you're referring to, but we seem to be talking at cross purposes.

The fact remains that WHATEVER graphics card you're using, you need to check the control panel for it (for Intel HD chipsets, it's the Graphics Media Accelerator Driver). When you open the graphics properties, you'll see a number of tabs to select on the left hand side (Display, 3D, Media, Power, Options and Support).

Choose 3D, tick the box that says "custom settings", and set the following options as:
Texture Quality - Performance
Anisotropic filtering - Application settings
Vertex Processing - Application settings
Vertical sync - Application settings

Now whichever game you play, it should set the relevant graphics settings itself, and using the in-game graphics options will affect the outcome as it should.

The specs you saw before were outdated is what Im trying to say, but anyway...

I see everything in the Intel Graphics 3D menu except for Texture Quality. Everything else is at the settings you specified.

That's odd. 4000 series should have that option.

When was the last time you updated the graphics drivers?
