This became outdated very quickly! But I now have a desktop with a 1600x900 monitor. I think the same problem may be happening here.
I know my Nvidia card has an option to automatically adjust the settings for some games to optimize performance. Is it possible you have something like that enabled in Catalyst Control Center?
Look within Catalyst Control Centre for options where textures should be set to "let application decide".

don't go well together. Now come clear about your hardware. You have to be lying as seprate Intel graphics cards don't even exist. But you can't have Intel Graphics when you have an AMD processor. So stop lying and come clear!
Well, you have 2 graphics cards then (as Reboot points out).
You need to work out which one is the one you're actually using, then go to the respective control panels.
If it IS the Intel one, then you still can choose such settings in their control panel too - I'm using a crappy laptop with an Intel chipset atm.
I need to test my desktop to see if the mat_picmip command will work, but in case it doesn't let me know what i should do!
"Your current specs are already inserted" - I don't know what you're referring to, but we seem to be talking at cross purposes.
The fact remains that WHATEVER graphics card you're using, you need to check the control panel for it (for Intel HD chipsets, it's the Graphics Media Accelerator Driver). When you open the graphics properties, you'll see a number of tabs to select on the left hand side (Display, 3D, Media, Power, Options and Support).
Choose 3D, tick the box that says "custom settings", and set the following options as:
Texture Quality - Performance
Anisotropic filtering - Application settings
Vertex Processing - Application settings
Vertical sync - Application settings
Now whichever game you play, it should set the relevant graphics settings itself, and using the in-game graphics options will affect the outcome as it should.
I see everything in the Intel Graphics 3D menu except for Texture Quality. Everything else is at the settings you specified.
That's odd. 4000 series should have that option.
When was the last time you updated the graphics drivers?
