is it on a server or just a local world?

If it is on a server than it can be network issues causing it. Make sure to use ethernet into your router over Wi-Fi.

In both cases lowering the render distance from 16 down to 10-12 will make it load much faster and really wont limit your view very much.
Hope that helps!

its a local world and i know lowering it a little can improve load time but is it possible to get it to load in a few seconds like some computer do

the 5400 rpm drive could be slowing it down
if windows and minecraft are on the same drive, along with windows page file
