I have read thro steam trading policies, but there are many users that have gotten there items back? so how does it really work?
As the article said. If support decides to make an exception, that is up to them. Seeing as they have already given their answer, you most likely won't.
Steam Support's word is the final answer. Nothing the Community can do.
Unfortunately you just learned a 400 dollar lesson in account security. Take it to heart and use what you learned to never get phished again.

I am sending a print screen of the mail i got from steam guard with the hackers IP, you can clearly see that a computer in russia has logged into my steam account while i am in sweden and traded off my items for 1 cheap dota item i already have.
I know this is my fault because I filled the steam guard code on a phishing site but pleaes steam help me prove that i am innocent here and have been hacked, please could you discuss this with your collegues aswell because there must be a way to prove that I have been hacked,
I will respect your final decision but please try to retrive my items because this is my first time, I will assure you that It will never happen again, how have other users that have gotten scammed the same way as me have retrived there items?

We store a large amount of data about all purchases, trades and other actions on Steam.
Attempts to mislead Steam Support into creating items that never existed in your inventory or were not stolen from your account will result in your account being locked.
The items will not be restored.
