I'm more inclined to think that it isn't Valve's fault as I cannot recall ever hearing of a problem like this.
It is far more likely that it's as Busmin says - user error. Personally, I wouldn't just ask her if she'd sent the game as she's obviously just going to say yes. I'd ask her to do the check Busmin says and reply to you the PRECISE details of the account she sent it to. When you also bear in mind your user name, it's obvious that it's not exactly an uncommon name - out of the 70 million + Steam accounts, there must be a fair few permutations of that name about.
