As for your question, activating a key cannot ban you. But I would still stay away from the website if I was the one buying the key, in terms of reviews.
GreenManGaming and GamersGate are both authorized resellers which are legit to use.

Also gamersgate, greenmangaming, getgamesgo, gamefly that all sell many steam games.
gog.com sells DRM free games, often with lots of digital extras (artworks/maps/soundtracks)

It is a scam
1) They 'pretend' to be an aggregator. But tehy only aggreagte sites THEY OWN. It would be like a site called "CHeapo-Gas" that finds teh cheapest gas but only searches for Exxon stations because the site is owned by Exxon.
2) All the sites tehy link to are cd-key shops which are NOT authorized resellers and thus may result in any number of problems including:
a) Requiring vpn activation, which is an SSA violation
b) games not having the language of your choice (unless you happen to read Polish/Russian)
c) DLC not working (Fallout NV)
d) games requiring re-activation on update (Skyrim)
Avoid such site like the plauge
