If your old PC has an HDD (platter drive) and you moved things to an external, then that external is probably a flash or stick drive (SSD) so that is maybe why you see some improvement.
Also, you might need to be careful if the old drive is an HDD as they can sometimes fail.
It might be fragmented heavily also. More information would be needed. Antivirus programs can also slow things down, depending on how they are set up.
Secondly having moved these folders to another drive you should also backup those folders on a regular basis to an external hdd for safekeeping.
