if this is the case contact steam support with it.
its a odd case , and only tech person, have a chance to figure this out.
or just a steam issue maybe,
i know its sounds like a joke , its not, it was actual a get ride of all things not needed and retest every hardware. ( we are many users that have spare gear or 2 pc. )
ps.
do note most will say you have network issue, because it cant anything then that.
but many forget forget , how come a update you just DL with working network , and now it dont. ( i dont pretent to know what cause this , but aient that logic ) so update and then kiss own butt goodbye dont add up here. sure random crash can happend, but last 3 month had many odd update crashes.

Here is what I suggest, I think it's an anti-virus program ("fire wall") in the way:
1. Uninstall the Steam Client (--->NOT<--- all your games, just the client).
2. Turn whatever "fire wall" / anti-virus / "AV" / security programs you have OFF. Disable them.
3. Re-download and install the Steam Client.
Log in.
Does it work now?
this is here where Jack Schitt 2 cent brain fail, sure OP can have done other things that cause new issue.
and again it show you are a on / off helper here. ( you have no clue on latest odd issue that happend to few steam user )
This question's subject has to do with installing the Steam Client executable.
Installing the Steam client executable file has almost-nothing to do with Universal Serial Ports (USB).
and might not work if you keep crash. ( or samething can happend again )
most that have done that either get past that update issue, and we are still back at why did it happend.
ps.
just because i assume a failed update, sure it can be other things, or just random crash. or not worth figure it out then it work again.

There's an easy process of elimination to do here, to cut out what may or may not be causing issues.
Try booting Windows in Safe Mode WITH networking. Then run steam.
If it works OK, then this tells you that it IS something like firewall or antivirus causing issues (and just disabling or deactiviating often doesn't work anyway, so you may have to complete uninstall it).
If it doesn't then it's something esle entirely.
