Whenever i log out of steam i have to redownload games?

Whenever i log out of steam, reinstall steam, or create another account and log back to my main i have to reinstall my games wich is annoying

For me when i logged out i had to reinstall my games. I didnt have to buy them again just download

If you want proof of this happening well then these are the 2 things that happened one i dont have proof but i need to do a security thing, second i have proof for and is http://prntscr.com/8389st
I have way more games than that, not all of them showed up

The missing games thing was nothing to worry about I think it was just showing my recently played games.
