Download stuck at 74% and won't budge.
I'm trying to download Goat Simulator. The download was fine until I hit 71%, and it only budged a few times. Not to mention the fact that it keeps queuing automatically.

One other thing, I've changed the download country several times and it hasn't worked a bit. My internet is fine as well.

Boot your pc into safe mode WITH networking and log in and try to download again.

STAY in safe mode WITH networking and post back here if it helps or does not.

That is good, but wait because there is still something affecting Steam on your PC in a normal boot. You can download in safe mode for now just to get your game installed, but you still maybe need to troubleshoot this further. This list can sometimes help.

Probably you're using a too intrusive antivirus solution. Avast maybe? No matter what you're using, try something else, something that doesn't install network watcher services.
