Exit Steam
Move the Steamapps folder out of C:\Program Files\Steam to keep game installations
From here, in the case you are reinstalling Steam and want to keep your games from being removed by mistake.....

There are other files that are necessary to keep (not just game folders) when you do this. That is why you move the whole "steamapps" folder when you do.
EDIT...Like the good Cathulhu posted below, you may get better help on the forum he linked below.
If you check your game library, the game you mention still have white color in font and steam still assume that the game still in the same location. There is no auto detect game location nor move function (yet).
If you case, what you should do :
- Right click the game in playlist and choose "Delete Local Content"
- Install the game and choose the location where you put the game. If you choose correctly, the steam will recognize and detect the old folder and do the checking. If all file validated then you can play in no time if not there will be download files usually around 1 - 8GB.
