If you get trade banned and never scammed anyone, is it possible for people to falsely report you?

My friend got banned and said never scammed anyone and one of friends on the list got mad at her and reported her.

If the reporter is falsely reporting someone, they need to give proof or Steam won't do anything about it. If someone is being reported excessively with proof, then Steam will decide whether or not they should get a ban. If Steam Support has found out that a scam has occured, they will do something about it. But are you sure that your friend has not "scammed" anyone? Anyone on the forums can lie to get away from the trade ban. Even if your friend did scam someone only once, they won't do anything. Repeated scamming will result in a permanent ban.

false reports happen all the time. steam will not ban anyone without investigating for themselves first.
every banned/vacced thread i read is always,always posted by someone that is "inoccent"

Seriously, I highly doubt a single report from a single user, who is obviously close in proximity by IP and may have even used the same machine, would ever result in a permanent trade ban. Something else is going on here. (There is always more to the story in every single one of these threads.)

Effectively a semi-permanent ban, so not a first offense either. Your "friend's" only recourse is to conatct Steam Support. I have yet to see, in any of these threads, these type of trade bans being lifted.
