Are Steam community market scripts against the rules?
I hear about many people using scripts to buy cheap stuff fast but are they against the rules?

Well if they are i'm positive that's against the rules.

That would fall under automation or "bots" - which are expressly forbidden.

Yes.

You may not use [...], automation software (bots), [...] to modify or automate any Subscription Marketplace process.

That is exactly what I'm saying, and what the SSA says.
Note that violating the SSA can lead to a number of punishments up to and including account suspension. I don't know what the 'standard punishment' for running a market bot is however, or how they determine if an account is a bot.

You don't need bots to pull that off, just run multiple games at once and you can get such hours easily. Won't get you banned either.
But running multiple games at once slows the droprate of cards immensely, so it wouldn't have any advantage, the contrary to be exact.

Also not true, at least not with Idle Master. You can easily get a few hundred drops a hour with it.
Well, as long as you have card drops open. I had around 3000 card drops open before the sale started and got them all in about 5 days. Then sold everything for around 200 Euro.
Financed my whole Steam Sale. :P

The traders are breaking the SSA just by selling Steam gifts.

Yes it's againsted the rules but that won't stop people from using them and I don't see Valve doing much againsted it since it makes them money (but they have banned people that have done it and admitted to doing it), but there will always be market bots and scripts that snipe items at low price (what you set them for), and even some websites that can do the same.
