How can I add a game to steam if the vendor/retailer charges me the fee for the title and when the game is released refuses to provide the software download but provides the activation key?

In the Games menu, "Activate a product on Steam"
The games not there because the retailer that sold it to me refuses to provide the download and thinks steam is responsible.I used the activation key and nothing happened.

That's correct.

When you enter the activation key into Steam (using the Games menu), it will add it to your Steam library and let you download it.

When you used the key, what was the message you got?
I didn't get any message.Nothing happened !
The game isn't in my library.

So when you click
"Activate a product on Steam" > Next > I Agree
Then enter the product code and click next again...
What does it say?

It won't say nothing.
No I don't have a product to activate actually,I only have the activation key.
So I agree to the terms and the key is processed and when I check my library and see the games isn't there yet.
I've been waiting for about 11 hours now to play it, but I guess today isn't happening.

What does it say?

It won't say nothing.
What is the name of the game?

The product IS the activation key. You don't activate the software, just the license for the software (a Game key, CD Key, Activation Key) then you can download through Steam.

What is the name of the game?

In https://store.steampowered.com/account/ is anything listed for the game? If so, what does it say?

Nothing is wrong with that, it means you own it. But what game is it?
"Kill The Bad Guy" .There was not any shipping method involved.

Nothing is wrong with that, it means you own it. But what game is it?
"Retail" simply means it was not purchased via the Steam client (i.e. entering a key). Try restarting the Steam client, maybe there's a caching problem.

The game has not been released on Steam yet. It has only been approved on Greenlight.

When the game is finally released, it should show up in your library.

Also make sure your library is set to display All Games, not just Installed Games.
