It will be at your own risk. Since that is a trade outside the system, Steam will see it as a gift, and if you do get scammed, Steam Support will not help you.

No, it doesn't. +rep is just text. Scammers can +rep themselves, or +rep each other, or use hijacked accounts to +rep. Even if you believe the person knows a YouTube guy, that does not make them trustworthy. Furthermore, even if the person who owns the account knows Anomaly, the account could be hijacked.

Rep is useless, he can remove any bad rep. Or just block people he scammed.

He is lying to you so he gets the knife for free. This reason is not worth the risk for you, that is his problem not yours. Sell it on the market to someone else.

For the future, if you need to have rep and trust to trade safely you are trading the wrong way.
If you trade right you can see exactly what you are being offered, you can always check if the item is the thing offered is actually what the other person said it was and what they ask for and so on. If you use gifting instead of trading there is risk with them chargebacking and so on. The links i posted above shows many types of scams.

+rep is worthless. Infact; any profiles littered with this should be held under suspicion. It's best to deal with Level 10+ users with a market showcase which displays their trade history success.

You cant fit it in a trade window, don't do it. Rep means nothing, you can beg for rep, you can do it yourself with fake accounts, you can delete all the posts saying "omg you scammed me good and proper'.
