You can, however use Steam Family Sharing (which isn't entirely the same thing.)
You can use familyshare to have access to the games with the other account, but that is about it.
Oh and this family sharing is bs. The achievments don't work. You can't collect cards or badges.
I installed Steam when Half Life 2 came out.
Then i didn't use it for some time. When i wanted to use it again, my email didnt exist anymore, and the account recovery was a mess back then.
So i created a new account. A few more years later i wanted to play HL2 again, so i tried to get into my account again. They had implemented the feature to reset the email by then.
But now i have 2 accounts.
And this bs argument some users give you, that Steam can't confirm that this is really your account, is just nonsense. If you want to delete an account that's exactly what you have to do.
Account deletion is not possible. Account termination is. There is a difference. And CD keys are permanently bound to the account they are redeemed on.

Seriously, you paid 50 times the price for that game and now they are greedy?
I don't think this has anything to do with confirming who owns the same two accounts.
quibbling... and you miss the point... Fact: Steam Support will ask that you provide comprehensive Proof of Ownership prior to fulfilling the request. Just to invalidate the "argument some users give you, that Steam can't confirm that this is really your account"

They are admitting here that the only reason they are not doing it is because of their own lazyness in how they would design the feature. To them merging would be moving all games from one to the other or from both accounts over to a third new account.
They could just offer a master account much like they do with the family sharing concept that ruled both under the hood that would appear as one on the surface
