Try restarting your router, reboot your computer.

Have a look at this and see if it helps.

On the face of it, that error normally occurs when your ISP, or your network is blocking it. It's not uncommon for students using university networks to encounter this or people using crappy ISPs.

Yes it is the same in the browsers.
I dont want to reinstall it.
I have already seen that thread and not much help.
What is ISP?
It works on a friends laptop and its same internet connection as mine, it doesnt work on my laptop.

ISP is Internet Service Provider. It's usually the company you are using to have access to your internet.

Oh. No theres no way they blocked it. it works on a friends computer but not mine
and we have the same isp and connection

It must be your laptop that is causing this issue, if it runs normally on Steam on your friend's computer. Check if you allowed Steam through your firewall.

And make sure that anything is not interfering with Steam.

Its allowed
I dont think anything is interfereing with it

I don't know what else to do but reinstall Steam. Who knows, it could work and you should double check that Steam isn't blocked from any programs on your laptop.

Please follow the steps as in the link I stated. Reinstalling Steam might work, but it's more likely it's either your firewall or antivirus blocking it. The fact your friend can connect fine using your connection rather reinforces this.
