Firstly, I doubt there's much truth in that at all. The simple reason being that although the game IS dumbed down to a degree, the game suffered from some horrendous bugs. I'm fairly sure releasing a game in a bugged state is not a criteria for a certain platform.
Secondly, consoles are NOT responsible for dumbing down anything - they are inanimate objects. Furthermore, if you really mean that the existence of consoles are the reason that developers are dumbing down games with them in mind, then that's also complete rubbish.
Note that consoles existed long before the PC was a twinkle in IBM's eye. If there were any truth in what you say, then that would be a paradox.
The only thing that dumbs down gaming are the choices of the developers themselves, in this often-silly attempt to be all things to all people (the ridiculous repeated phrase "appealing to a wider audience").
Consoles have NOTHING to do with it. I do wish people would think a little more deeply about this before making crass assumptions like this. Consoles have their faults, but this myth of "dumbing down" is not one of them.
PCs have their problems too. That's all there is to it - pros and cons on both sides.
