8GB of RAM and my games still run under 30fps...
So, here I am, with my gaming PC (Intel i7, NVidea Ge-Force GTX 760, 8GB DDR3 memory RAM) and most of my games fail to go beyond 35 fps.

And I think I know why this is - becuase I haven't assigned more RAM to my games, but then I can't do that.
Does anyone know HOW to assign RAM?
Can Steam please implement this feature?

Also note that this computer is under six months old.

Your post in the title sounds like this is a OEM and not a new build...is that correct ? OEM's have bloatware out the wazoo. Remove all the junk you don't need or use if that is the case. Check running processes in case it is CPU related. A desktop usually will not have heat issues, unless you have a custom build with a really crappy heatsink or bad thermal paste job.

EDIT ...or, of course, a fan not working properly or at all.
My computer is technically a pre-built custom PC, since I selected it from many different pre-built combinations.
It will be your graphics card, you will need to check a few things, first check to see if your graphics card it overclockable, if so then try and overclock it, if this doesnt solve, it try and adjust some settings in the games, like changing the texture quality, or maybe even the resolution, mess around with the settings and see what happens, your FPS will change. If none of this solves it then you will need to get a new higher end graphics card.

HOLY....????? Man that is too many. Get rid of all that crap that does not need to run or that you do not need at all.

Start then msconfig and run. Hide all microsoft services box ticked. Check for drivers that you need to keep running and untick the others...you have to be careful as to what you disable here.

My graphics card is pretty good, and should be pumping out much better fps..
Most of my games are on the lowest settings.

Okay, well then all those proccesses, some wil need to be terminated. right click on the taskbar and click on task manager, and go to performance, watch to see if your CPU, and RAM are above a certain percentage/GB, report them here

My CPU is... I can't find the temperature for that.
Just Make Sure Your Gpu/Cpu Are Up To date and not broken or having and issue or something
Right click on task bar, and click or task manager, and then go to performance, then tell us what the percentage is of the CPU and the Gb of RAM

Also, Kaspersky is on the list of programs that can affect Steam...you have other issues with all this junk installed and running at the same time, but the antivirus program MAY be a part of the problem also...worry about that later. Reread my edit in the post you keep quoting please.

EDIT...for us to try to go through every one of your programs and tell you what to disable and uninstall and what NOT to disable and uninstall is going to take forever...this is where you have to do some of the legwork yourself....use the internet to help you.

Get msconfig.exe running and uncheck all the autoexec processes (except vital ones like antivirus if there is), then uncheck all of the services you don't need (that means except antivirus one, Steam one and Windows ones).
Remove junk from C:/
Uninstall junkware.
Repair your registry with CCleaner just in case.
I think we don't need virus scans.
