Downloading my games from overseas.
Right so my quick question goes as follows. I'm moving over seas to work for about a year coming up this October. And I'm wondering if/how I go about downloading my games from overseas. (China) Mind you I'm not asking about BUYING anything.

Simply buying games I already own.
Now I'm not actually sure what games are and are not available in China.

But that's kind of my point.

Am I going to get in trouble for trying to download the games I already own in another country.

I only ask because I already had this trouble once before, While working in Japan.
Any impute some one wants to give me would be nice.

There'll be 2 kinds of trouble - internet speed (ok, you can counter that with huge hdd) and licensing. "This game can only be *anything* from the territory of the (list of xUSSR countries)". That's what I get with most of the titles. Can be countered by using VPN or offline mode, I guess.
First of all, i think you may want to know that you can use:
https://store.steampowered.com/account/

To set the country you live in, and with that keep using your store while you are over sea
As in to keep to buy games with your card and so on

Abut the country, i do think these is something that changes from country to country so some may lock your games, and some may not
but if its blocked i do not think a HDD will help much as if its blocked i think its blocked from even playing
Any how they did have some changes with that, and you may just find that you are fine there playing games and all, using a VPN is not a good idea, as its not allowed by the SSA
If you do get a problem there, try maybe to connect Steam Support and see if maybe they can help you with it

(and as games in China likely be cheaper then other places, you likely will not have a lock there, only have a lock if you try to buy a game there and take it out of that country) but that is just a guess

And again my question was not about buying games. I have no intention of buying games while there.

My only question was can I download games That are Already in my Steam Library.
I had this problem while in Japan. I would go to download a game that was available in Japan. And it would tell me I could not because it was a region locked game. (Because I had bought it in the US)

I never actually got a answer from steam on if this was a error or not, or what to do. They just yanked me around.

And yes I know I can just load them to a hard drive. But That would be a big hard drive for some games.
And some times you need to re-download games.

At the end of the I will most likely not get a answer from Steam, they don't seam to be interested in answering questions for the most part.
Then just go, buy VPN in USA and connect prior to launching steam (take your time to choose traffic plan...). Just blindly changing regions will not do any good.
VPN's are a sub-par answer. I also said nothing about blindly changing regions. Besides if I where going to take that rought, I would just set up a Proxy Server at a computer back home and connect through that. I was more asking for a way to do it without going into a grey area of the TOS.
"Proxy server" typically means http/https proxy - I have no idea if that will be enough, while VPN often means "everything will go through it".
A PC left at home - means you a) have that home and someone left there (not everyone does) to watch how things are going, b) pay power bills for it when typically it can be turned off c) you can perfectly set up openvpn on it or your router d) your provider will not interfere with your activity.

Even if you have it seem its only going to be specific games, and not all of them so i do not think you will have any problem to download games there

But i do not think i seen were you live so far, so its hard to say, if you live a contry that dose not have any lower prices, then i think you will have no problem playing games there
The problem in japan as said before is likely as games there cost more, and its to block users from getting games outside of there, then going back home to there and playing games that they got cheaper

As China is the other way around (they have cheap games) i think you be just fine
I'd say - you'll never know which will cause trouble but typically tose are AAA titles. Actually it's a weird, braindamaged and discriminative system. I could understand that if e.g. I could purchase Fallout4 now for $5.99 :) or even 599UAH (which is like $28 now and is a decent sum of money in Ukraine - it's a good half of utility bills) while americans pay $59.99 and europeans pay EUR59.99. But with the same prices - it looks plainly unfair to see any regional locks. Even with the different pricing at the start it comes down to almost the same prices after a period of time. With such policy that just gets in the way - I'm starting to think why didn't I just use the torrents and have no troubles. There should be some more easy and flexible way to use the service while preventing possible abuse.
I'm not really so much interested in the playing the games thing. As much as just curious about how downloading games already in my library will work. As I said, I actually had trouble in Japan because of this. (They actually accused me down buying games that are not avalable in Japan, but I had them before going there)
Just read the license agreement "You may not use proxy or similar techniques to circumvent geographical blah-blah for whatever reason" (that's my translation into English from Russian - but I guess it's close enough). I wonder what should corporate notebook owners do where they have some cisco vpn and all of their traffic travels through the central office. Lol. They can't play on their corporate notebooks :). Stupid.

Well you are not really suppose to play on your work PC :D: (if you are not a tester that is)
