I kept getting banned so I made a smurf account and I was able to play competitive match making without a problem. This doesn't make any sense. My guess is I am getting hacked.
I removed all the people i don't know in my friends list but samething happened. Plus I submitted a ticket to valve like about a week ago still waiting for reply.
Razer synapse is one that surely can be possibly problematic, if it is checking for updates and doing other things in the background.
What do you need bluetooth for exactly ?
What are you using for connection ? Wireless or ethernet directly to your modem ? Describe your network hardware exactly as it is configured, please.

I'm probably gonna clean install windows 10, but this problem also happened on my msi laptop.
Get rid of the router and use ethernet directly to the modem.
I have seen info that MSI uses Killer drivers for NIC and possibly WLAN also, so that could have something to do with the issue on your other PC. Check to see if you have those drivers for either of your internet connection devices on the MSI laptop.
You have quite a lot of programs installed on the PC in question from the screenshots that you have provided. Have you not tried to use the "hide all microsoft services" box option from msconfig in Windows and eliminat almost all remaining questionable software ?
Of course you still need device drivers like sound and video, so leave those active but perhaps you should eliminate most of the rest. Remeber, disabled is not always the same is fully uninstalled and all traces removed from your system.
