Very slow download speeds
I am only receiving 175kbps downloads in steam. This is my tracert to 8.8.8.8 http://pastebin.com/pDjWNtEr a tracert to steampowered.com http://pastebin.com/Sm31pLsG and a SS of steam with a speed test over top http://i.imgur.com/SpAQkd1.png I have spent hours talking to TWC about this. At first TWC said they had a downed server from a company supplied them. That story changed today and now is the fault of Steam. They stated that the failure was coming from outside the network.
I was fine up until about a week ago then speeds have went to crap. Netflix, Twitch and everything in Chrome seems to download just fine though.
Windows 10
Tried directly wired/through a router/WiFi

Boot your PC into safe mode WITH networking and test your download speeds with Steam again.

Ok after going into safe mode the speeds recovered. I uninstalled all of my network drivers and reinstalled. Finally I am back to normal download speeds.

Are you saying that your issue is resolved then ? Perhaps this list can help you further if you do see improvement in safe mode but have problems again in normal boot.

Yeah the problem is resolved. I want to claifify the problem seemed to be Killer Network Manager. My motherboard is a ASRock Fatal1ty 990FX Killer so i used KNM to manage my drivers for the network adapter and seemed to not update properly.
