Doesn't really answer my question specifically but ok. So have you looked at your account transactions on Steam and seen anything related to the problem there ?

So you only have 2 cents related to the game that was refunded by Steam ? I am asking if you see anything related to the purchase or the refund or both concerning the game in question.
