You only have this problem with Steam ?
Look at the list very carefully, please. Just because a problem never existed before does not mean anything concerning problematic programs that may affect Steam.

Please read this entire page from top to bottom carefully. Compare it to any programs you may have.
From that list I have Avast anti virus but I have disabled it at this moment and still can't hear videos on steam.
Anti-Virus Applications - Any Anti-Virus program could potentially block Steam and Steam game access, especially when not properly configured for use with Steam. Please make sure that Steam and all Steam games are listed as exceptions in these programs. If the issue persists, please try disabling or temporarily uninstalling the program to test the issue.
suggests to consider uninstalling the software to fully test the issue at hand. Reboot your PC after removing all traces of it if you do decide to go that route.
Until you approach a problem like this with a process-of-eliminatio-type mindset, how can you be sure, you see ?
EDIT: Never mind. Now check your Volume Mixer regarding the Steam -app.
