You cannot .. for example.. "earn money on the Steam Community Market" and then take your profits "out of your Steam Wallet" and put it into your credit card or paypal account.
The only "kinda" way to get money "out of Steam" and into your credit card or paypal is when getting a refund for a game. Other than that.. once you put money into Steam (like your Steam Wallet) its stuck in Steam forever.
And funds you "earn" on the Steam Community Market can never be put to your visa or paypal.

Oops, thought of a second way to get cash out of Steam.. Some "Steam Workshop" games have ways to sell your "Workshop mods/etc", and with that i do believe you can get money out of steam and onto your credit card or paypal after a certain amount is earned.
ok what is going to happen if i added funds to my steam account and in the same time i don't have much money in my visa card?
If the transaction is not out right denied, then you will be overdrawn on the Visa. That usualy means you have to pay an overdraft charge and the intrest rate may go up.
in other words... Your in Debt...
