Refund denied for exceeding two hour limit when ingame time is only 108 minutes?

Last week on the second of September I bought Metal Gear Solid: The Phantom Pain and yesterday I tried to refund it (My ingame time is 108 minutes) yet my refund was denied for exceeding the two hour limit? What's going on? How do I get my refund? (Steam Wallet money)
I submitted a ticket but going from what people have been saying they won't reply before the two week limit has passed.

Do you family share with anyone?
Anyone you family share with.. *their* time is /added/ to your play time.. so if they played and hour and you played 1.8 hours.. that goes over the 2 hour limit right there.

I do family share but the only person who I do that with has the game on PS4 and he's never launched it on his PC.
Idk what's wrong.

Are you sure?
Check their Steam profile and look to see if they have any play time in the game.

I'm positive, they've never launched the game on steam. It doesn't even show up as a game listed in games played.

Free weekend and off-line play time still count as well. The off-line play may not show up in the time played on your profile.

Offline playtime and family share time won't necessarily show up on your account--in the 108 minutes. This is usually the cause of this issue.

Where can I check the offline play time? I haven't even launched the game offline before and the only person who family shares with me doesn't even have the game installed on his computer.
I don't know what I'm doing wrong.

Do you mean by submitting a ticket? I did that yesterday and I've yet to recieve a reply and going from what the people on this forum have been saying, I won't get a reply before the refund deadline (Sept 16)
I just want a refund for a game that crashes half the time I try to play it.

That does not really matter as the date of the ticket creation is important, not how many time passes by until the reply.

Oh, okay. I was under the impression that if they simply ignored the ticket until after the 14th day that I would be F'd.

Something does not add up and having browsed your achievements http://steamcommunity.com/id/MUDAMUDAMUDAMUDAMUDAMUDAMUDA/stats/287700/achievements/ it is absolutely clear that you have played this game significantly longer than the 1.8 hours as displayed on your profile. The prologue is around 1.6 hours long and you have the Platoon and Enhancement achievements which take many hours of gameplay to earn.

Also the achievements unlock in 'bunches' Unlocked Sep 3 @ 9:33am Unlocked Sep 3 @ 3:30am Unlocked Sep 7 @ 10:03am. Does MGSV only trigger achievements when you exit the game?
