Most likely a "scam" game, what can I/we do
If an early-access game haven't update/push bug fixes their game for over 6 months, and what we got is just some announcements which tell us they will update it in the coming months (actually they didn't, over almost a year, around 10 months)

What can we do? coz we cannot contact steam support. I tried to report the game, but seems no feedback

(I cannot refund because my gaming time over 2 hours, but actually, most of time I "played" is caused & held by their bugs.. coz it's a early-access games..)

EDIT:
for someone who may google that and found this post

please see

In short, you can't do anything, that's it.

for english users, please read terms CAREFULLY
for chinese users, now you know what's the risk of EA games. What you pay is what you get at that moment.
and if any chinese users have some problem /w the terms wordings, please find your way to contact steam and send them feedback. coz their chinese wordings is 隱晦 (obscure?) (still waiting steam's reaction on my feedback) and they did not mentioned the game may or may not finished in chinese (actually in my case the game almost never updated, although there should be a few more stages in a software development life cycle, and software versioning & code diff should help monitor this, but anyway, just REMEMBER although they are not gonna update, because you AGREED the EA GAME TERMS, so YOU CANNOT DO ANYTHING)

that's it.

That's one of the risks about early access, the game may never be completed.

(Edit: While I do agree they could make this point more prominent (such as a warning that pops up when you add it to your cart), "Early Access" just means that the developer doesn't think the game is finished. They may never finish it too! (Things such as RL intervening or the developer running out of money -- or the developer may just get bored of developing the game!))

Read it, it's on every Early Access store page:

Note: This Early Access game is not complete and may or may not change further. If you are not excited to play this game in its current state, then you should wait to see if the game progresses further in development

understood. so there are no any mechanism in steam to due with similar issues, right?
What can you do?

Nothing.

YOu accepted the terms of early access when you bough it. Did you read the big blue box on the store page, because you should perhaps.

SO there's nothing you can do about the game not being updated or anything there.

As for refunds you couldn't do that either.

Because it's 2 hours played AND withint the last 14 days. If you played more than 2 hous, chasing bugs is irrelevant. You should easily be able to fiddle around and not waste time leaving it open.

So sorry but you agreed to this.

Ok, understood. That's my first refund request in steam, so I not really know the 2 hours & 14days limitation at that time. but it's understandable and just learn a lesson.

It doesn't make it a scam though. There has to be HARD proof of it being a scam for Valve to do anything about it. In this case, there is nothing wrong.

There is one mechanism actually, the user review system. You can give the game a negative review to steer people away from the game.

Well no, because as I pointed out, it's part of the conditions when you buy the game. That big blue box by the purcahse button tells you what your obligations and expectations are.

What you're buying is a gamble. You are getting SOMETHING playable but it may or may not make it into a full games.

That's it. Them's the terms, frankly.
You got what you paid for. No-one to blame but yourself for NOT reading and understanding the WARNING on every Early Access products page.

Pay attention to the part in bold and underlined text of the warning.

You probably shouldn’t go round claiming things are scams just because you don’t understand the terms and conditions. The only person who is going to get in trouble, is yourself.
