Install back-up product key needed

I recently reinstalled windows. Before I did I made a steam backup on an external drive of 4 games.
After I reinstalled I tried to install the backup, however I received the message that I need a product key (Not specifiying for which game I need it). My guess it's for Hotline Miami which I bought years ago in 2014 on a different account. The game was still on my pc and part of the Steambackup.

My theory is that because Hotline Miami is coupled to my old account I can't recover the backup. I can't find a "product key" for Hotline Miami in my purchase history. Is there a way to still install the backup?

The only thing I see that would need a key for anything would be The Elder Scrolls Online but that still sounds fishy.

Halo may as well, but all should be able to be restored from a back-up.

Reason Halo and TESO may require it, is they require a 3rd party account to play.

Restoring a game only restores the file, not the 3rd party account log-in infromation.
