Then you need to set the library directory , Steam top left settings>downloads>on the right add a library folder. Set as default

If you manually move files around, Steam just won't see the files as you will have missed the crucial files that inform Steam where they're located (normally the acf files).
For the future, what you should do is the following:
Go to Steam settings > Downloads > Add Library Folder. Then add whichever folder and/or drive you wish to use to send the game data to, assuming it's not already activated.
Then, simply go to your library, and right click on the game you want to move and choose "manage". You'll see the option from there. Move it to the location you wish.
Let it work and you're done.
Moving back is the same.
