Games update stops halfway through, Windows 10
Short: The games on my Steam library that need an update will not finish their updates. They stop at 21% and 81% and switch back and forth between each other after being stuck for about 5 minutes. I have gone to several posts, yet some of the solutions there aren't avalible to be done through Windows 10. Any more ideas?
It's like the game gets to 81% and then it just stops downloading and sits there. My internet and other online games work just fine when this happens.

I've tried:
- relogging Steam
- relogging as Administrator (Valve's solution)
- changed download region from San Jose to Sacramento and back
- connected off my school network to a private one, didn't work
- setting compatibility mode to on (windows 8) and back to normal again (off)
- deleting steam aside from steam.exe and SteamApps and redownloading (Valve's solution)
- program is allowed through all forms of security (avast!, Windows Firewall)
- disabled avast!, windows firewall, re-enabled when problem persisted
- restart computer in safe mode, no effect
- restart normally, uninstall steam completly
- reinstall, no effect
- changed proxy settings on Chrome, Firefox, Edge (Valve's solution)


Long: After I got stuck in an elevator in Fallout 4, I alt-Tab the game to restart it. Notice that Team Fortress 2 and War Thunder need an update. So I decide to let them finish. After 5 minutes, the Team Fortress update stayed at 21%, no warning or error messages. Then it just switched the the War Thunder download, which also stopped at 81%. After about 6 minutes of this, it stopped and went back to the Team Fortress 2 update, which stopped again at 21%. Now I can't run either of these games because their updates keep stopping.

All other games are working fine since they don't need updates. The strangest part of this was that I updated Fallout 4 right before I played it, and I exit the game only 3 minutes after being forced to reset it. So, within about 5 minutes of just updating and playing a game, updates stopped working for seemingly no reason.

- Corsair HX 750 psu
- ASUS Z87-K motherboard
- 1TB hard disk drive
- EVGA GeForce GTX 750 gpu
- 16 GB ram VENGANCE LP, Corsair
- Intel i7 4770 3.40 GHz
- HP dvd 1260 CD drive

EDIT: My roomate also has War Thunder and TF2. They updated just fine on his computer, and he's connected to the same network I am with his specs being slightly above mine.

Your download's are most likely corrupted the best you can do would probably be reinstalling the game, I've had this problem before while installing GTA V sucks I know

I figured out the problem. My school blocks peer to peer connections, but they've never told anyone until I asked one of their IT staff in person. That includes Uplay and War Thunder launcher.

I don't see that you mentioned making sure the device drivers are all up to date for the system.

Windows 10 64 bit, I assume ?

You cannot download anything in safe mode. It must be safe mode "with networking" to properly troubleshoot connectivity issues as if there is a software conflict in a normal boot. If you only did safe mode, that is maybe why that did not show results.

Many university networks and proxies block required ports for Steam operation - please consult your network administrator to ensure the required ports are open if you are using a university network or a proxy. Ports required for Steam can not be re-mapped to HTTP or reconfigured to a custom port range.
