One workaround you can use is add to friends users that are never going to come back online (small accounts that do not seem to be active) as if you fill your friend list with even just invites i think no one will be able to add you no more...
Why don't you search the suggestions forum to see if somebody has suggested this feature. If not, create a thread yourself and see if it gains any support.
New thread is not necessary, if there is an old subject that you are searching.
I got request-spammed by around 5 bots in a row, all CS:GO bots. I don't even have CS:GO, lul.
