If so, then it's likely simple congestion - all online payments use the same (antiquated) system and there's only a short window for the handshake to go through. If you're using a third-party payment provider (like Webmoney) it only makes things worse, as there's more links in the chain, slowing things down.
You have a couple of options:
Firstly, DON'T keep banging away trying and failing. Leave it for a CLEAR few hours then try ONCE again. If it doesn't work then, try to steer your purchasing to the least busy times of day (I buy around 2-3am but as soon as you wake up in the morning is good too). The reason for not bashing away trying the payment is that some payment providers have additional security lockouts and repeated failed attempts can sometimes trigger automated lockouts for 24 hours or so.
You can also try using Steam through a web browser instead of the Steam UI. I can't explain why this makes a difference but it sometimes does.
Try those and see how you get on.
For the future, if it's at all possible, I'd highly recommend using a recognised bank debit or credit card as they are generally more reliable due to the lack of links in the chain. Furthermore, I cannot recommend Paypal in any way - get any problems with them and you can end up locking your whole account.

As stated EVERY online vendor uses the SAME payment system - BACS. It's how it works, and frankly it is a bit antiquated too.
Although, it CAN sometimes be a Steam error, which is why I advised you to try using Steam via browser, as that normally idendtifies if it's a Steam issue or not. Then if that still doesn't work, and there's not an absolute mass (by which I mean hundreds) of notes on these forums at the same time complaining about this incident, then it's as near as certain it is merely the usual congestion for the reasons specified.
Steam gets it quite a bit as it's possibly THE most popular vendor on the internet, transcation volume wise. Amazon do occasionaly get it at Christmas shopping peak, as well as other places - such as online ticketing. Glastonbury Festival, here in Britain, gets it EVERY year (which is why I'm glad I never have to buy my tickets, but I digress).
Basically, all you can do is try those things suggested, and then if it still persists, you've exhausted all you can do, and all that's left is to be patient and try again at some silly hour of the day.
