Report a translation problem
How DLCs work on Steam is that it NEEDS to see the game activated in your profile to allow you to buy them.
And as you have it on disc, Steam believes you don't own the game.
Basically, you have two options, sadly - (1) Leave it and don't bother, (2) rebuy the original game on Steam. Then you'll be able to go for the DLC.
If you consider the latter, then I recommend you wait until next month when the Winter Sale happens - I bought Skyrim for PC for £3.65 in the Summer Sale, so it's almost assuredly going to go up and for very cheap price indeed.
Understand that this isn't in any way a dirty trick - it doesn't happen anywhere else, unless there's some extra goodwill agreement.
Uhm, Skyrim is a Steamworks only game, the OP does indeed have it in their owned games list and it's all properly registered.
The problem is that India is one of the markets that has apparently been recently moved over to using local currency:

There are quite a few threads complaining that some games have been 'lost in translation' and don't have prices for the new local stores - unfortunately Skyrim is one of those games:

Try letting Bethesda know what's happened and see if they can get it fixed.
@ Brujeira - Thanks, I checked that website and since it doesn't even list the Indian Rupee price for Skyrim on Steam, that may well be the cause of the problem. I just hope that's it and it isn't due to the fact that the game is registered from another region. I should still be able to buy DLC in this region which can come with its own region lock, which I wouldn't care about then.
Bugger, you are right and I apologise for confusing the issue. I saw disc and forgot about it being a Steamworks game.

I would echo that I'll bet Brujeira's indeed correct. It seems rather likely
Iirc, when Valve first started implementing this it happened then - certain countries finding DLC and games being gone from the store following currency change. It's most likely because of permissions/licencing in some way and if those previous cases are anything to go by, should be fixed within a couple of weeks.
The best thing I would siggest is to leave it about another week to see if it does get fixed and if not, to fly off a quick support ticket to make them aware (don't forget your first response from support will always be a potted response, so you'll most likely have to respond again). Then that should mean the problem will get sorted one way or another in time for the Winter Sale ;)
I hope so too. That would make it a temporary problem and not a permanent on for me.
