Also, I personally suggest to set Steam to NOT run on boot. That just slows everything down and may cause some issues depending on your system.
What is your operating system ?
This was not much of a reply, with all due respect, considering the other information that was given, but at least you did answer that question about your OS here.
Go to your Steam folder, wherever you installed Steam on your computer (usually in C:\Program Files (x86)\Steam by default), and open it up. There you will find the Steam.exe file. If you don't have extensions shown as enalbed on your computer, it is simply be Steam and the file type will be application.
Right click that executable (applicaton) and select properties. Now at the top of a new window that pops up you should see the compatability tab. Click that and look at your settings there.
For now, lets just make sure that all the boxes that you see in the field of that window are NOT checked. If any of them are, then uncheck them. Make sure all are emply, and click apply if you did change anything there and then click ok.
Close all programs that you may have open at this time, like web brousers, word documents, etc. and other unimportant programs.
Now this is important. DO NOT run Steam from any shortcut. Right click that same exact Steam.exe file or Steam file (applicaton) file that you just checked for compatability and then in the new window that you see select Run as Administrator.
Watch very carefully what happens next and post back here the resuilts, including any error messages you may see.

I right clicked the SAME icon, run as administrator - which it came up without error. Then I re-checked the "run as admin" box - and all set to go by the looks of it.

Not that it matters, because it works perfect when run as admin. Plus others advice it.
So opinions are opinions, keep em to yourself. They're not helpful.
