What is your operating system ?

Fully log out and exit Steam.

Go to Steam then steamapps then common and open that folder. Look for a small strange file that has the name of this game. Delete it. NOT the game folder, but the tiny file, if you see it.

Log back in and resume the download of this game, if you can.

Also, have a look at the suggeations here and make sure you have done them all, including everything linked in blue.

Removing the file you described worked perfectly. It was a small maybe 14 kb folder
