Steam does not throttle download speeds or downloads. This comes up here all the time and the answer is always the same. They do not do this unless you have your settings set to do so.
If you want help, since the thread is now necro'd, then post some information that may actually help us to help you.
Operating system ?
Router or no router ?
How many regions have you tried ? Just as stated in the thread ?
What is your antivirus program ?
Got any other security software other than antivirus ?
That's great, except I tried everything stated in the thread and it did nothing.

I should specify some more. It seems to be doing this *only* with KF2 -- I tested other games with my downloads and they all seemed consistenly fine. Now, as I said, my download settings are all set to not throttle ♥♥♥♥, I tested my connection multiple times, downloaded other things, everything works fine *except* steam.
OS: win8.1
Router: Yes
Region change: That's in my post, if you'd bother to read it.
Antivirus: All off currently, to prevent any messing with the speed.
Security software: Also off as well, should not be relevant.
This entire issue is on Steam, as I have previously stated in my post. All of my tests point to this.
The first step, yes even if you can use the internet normally otherwise, is to bypass that router and use ethernet only.

Antivirus being "off" is not always good enough, especially where child processes are concerned. I asked you what your's is. Please answer that.
Other Security software......also, please answer questions when asked, Then, they don't have to be asked again.
I did bother to read the post, but you missed changing to MULTIPLE regions apparently, and did you try some very far away from you also ?
If one region is saturated, it should be easy to see how another one can be too. So, try many, and try some far away.

I have tried multiple regions- I'd assume that was implied heavily enough in my post, but that appears not. The regions have not helped. And yes, I'm connected via internet.
Antiviruses: mbam, Windows Defender.
Other security programs: Negative.
Addendum: The download speed is now just 0. I tried pausing and resuming, and now it's just plummeted to that. Ridiculous.
Ethernet directly from the computer to the modem. That is how you should be connected.
Now, after doing that connection exactly, boot your computer into safe mode with networking, just as I previously suggested before in the thread.
Stay in that boot, and come back here to post. Also, do you mean Malwarebytes where you said "mbam" ?

I am in safe networking mode right now. The connection worked for a bit... and now it's at 0, again. Yes, I meant malwarebytes. Ethernet connected. I have done literally every one of these things in the thread.
So, let us continue here, please.
You are now in safe mode with networking, and have an ethernet cable running from your modem to your computer.
Place the download region back to its default location and try again. Change regions in safe mode with networking just as you have before.
Post the model and model number of that computer. If it is custom built, post the exact motherboard instead, including any revision number if that applies.
Also, whenever you give your OS, always state the bitage with it. Otherwise, it is an incomplete answer. So do you have Windows 8.1 32 bit or 64 bit ?
It stops at 92%. It goes down to 0 and never comes back up. When I pause it and resume it, it starts over from 91%. Then the process is repeated when it hits 92%. Literally what the ♥♥♥♥.
Please, do that now, if you will. Otherwise, we have totally wasted our time here, and grave dug a thread for nothing.
Because they're completely ♥♥♥♥♥♥♥ irrelevant to this new issue that has just arised. I would just like some suggestions for dealing with /THIS/ particular issue, regardless of what my specs are. I have never heard of a 92% going to 91% and back and forth and back and forth like this.
