All of my steam games and steam are allowed through firewall

You said that you have your firewall configured to allow Steam as an exception but you never confirmed that about your antivirus program.
Did you recently build this computer, hence the PC partpicker link you gave here ?
How is the heat in the PC ? Have you ran any software to monitor the temps on CPU and GPU ?
Are you sure everything is up to date including the OS and all drivers....especially the GPU ?
I have had this build for over a year now, and have always used MS Security Essentials... never had this issue till like a month ago.
This reply does not even answer any of my multiple questions that were given above in the attempt to help you. If you were going to reply here, why not provide asked for information ?

I also answered that. If it was the antivirus this wouldn't be a recent issue, I have been using this antivirus since I got my PC.
Drivers are up to date, and it is at 35 degrees C idle and about 50-60 degrees while under load. Again, I don't believe it is an issue with hardware or anything on my end, I believe it is something wrong with Steam itself (or at least my version of Steam). It started happening recently so it must be an issue with an update or something, unless somehow a driver I have that got updated somehow screwed it up.

Please stop assuming here what you think is or is not the problem and troubleshoot this in a methodical manner. If you knew what the problem was, you would not be here.

The only exceptions that the program has is to exclude the program from being scanned. Which I have steam set on. I don't think that would hinder Steam in any way anyways, since it only scans the program, and it only scans once per week. I can't answer yes or no since it technically is but technically isn't.
That is the only option for exceptions on it.

you can configure Microsoft Security Essentials to allow for exceptions. I suggest you make sure you have done so, as what you just posted above here seems that you in fact have not.
I am not saying for sure it will fix the problem, but making exceptions for Stam in any antivirus program when trying to troubleshoot computer issues concerning Steam is a good idea.
You are still assuming here. Again, if you knew for a fact what the problem was, you would not be here asking for help. Please just stop assiming what is and what is not the problem and...
troubleshoot this in a step by step process of eilnimation using a methodical manner.
Eliminate known possibiliteis and move on to unknown possibilities.

No it is not. You posted that you had eliminated it from being SCANNED, not allowing it as an real-time EXCEPTION. You even described there that you only scan once per week, which is not the same thing I am talking about here.
It seems that you don't know the difference. Have you now allowed Steam as an EXCEPTION in your antivirus ? I keep asking you the same question over and over here, so please just make sure that is the case, will you ?

Yes you have. The suggestons that have been given here so far just have not solved the problem yet. I will try to continure to give suggestions here if you wish, that is once you are TOTALLY sure you have allowed Steam as a real-time EXCEPTION in Microsoft Security Essentials.
