Boot your PC into safe mode WITH networking and try to log in and use Steam again in that boot mode.
Booted into safe mode with networking, somehow ended up with no networking at all? The little Wi-Fi indicator (Ethernet in my case) had a red X, although I'm extremely certain I booted with networking.
Are you indeed connected by ethernet ONLY and hooking that up directly from your PC to your modem and NOT at all through a router ?
Try that, please. Make sure it is WITH networking, as you seem to not be sure.
I am connected only by Ethernet, and I do not have a router, the Ethernet goes directly from my modem to my computer. I'll try to boot back into safe mode once more, just to be sure I didn't press the wrong button.
Try to make sure you have your dirvers fully up to date, concerning your OS. Download them from the manufacturer's website and not from Windows update, as you may know already.
Consider resetting your modem back to factory default contitions using the tiny button that you need a pen or small object to push, if that applies to your modem here.
Sounds like drivers to me. Reinstall them if needed.
EDIT...Is this Windows 10 ?
What are your EXACT system specs, including manufacturer.
Edit: Yes, I am running windows 10

Processor: Intel(R) Core(TM) i5-4570 CPU @ 3.20GHz 3.20 GHz
Installed Memory (RAM): 8.00 GB
System type: 64-bit Operating System, x64-based processor
Cannot remember the manufacturer, but this computer ran Steam beautifully up until a day ago :/
Could you elaborate on what you mean by this? The modem is connected to power, as Wi-Fi/Ethernet are both functioning properly for everything (excluding steam)
You mentioned above something about still seeing the red X even though you thought you were connected so it seems that something may be going on with your NIC or modem here....or drivers for NIC.
As I suspected. Where did you download the drivers for Windows 10 concerning that NIC ?
IF you upgraded, how do you know the drivers for your NIC are supported in Windows 10 ?
It would be nice to know what your manufacturer is for this computer here.
Yes it is unrelated, a week or two ago my computer wasn't working on Ethernet or Wi-Fi, so I reinstalled the drivers and it fixed the issue. Steam has been working fine since then, up until now. And the red X only seemed to display while I was in safe mode with networking, booting normally gives me no errors.
I'll try to go back in my search history to find where I got the drivers.
Also, I remember the default background for my pc was gamingpc.ca, I got this computer for Christmas 3 years ago so I don't know more than that.

Let us assume for one moment here that I have just received the same PC that you have for Christmas also, but the hard drive has been totally formatted and it has no OS whatsoever on it (used computer)
I want to install Windows 10 on it and so I buy a copy of Windows 10 and do a fresh install. Where am I going to get the drivers from ? That is what I would like to see here if you can. A link that shows us that your NIC is supported in Windows 10.
Not sayiing this applies to you here, but so many people are doing this upgrade without actually checking to see if their computers will actually run Windows 10 before they do.
So I'm guessing that means it's not optimized for Windows 10. The only confusing part is that it worked just fine with Windows 10 since it first was released up until the other day..
Like I said, if you cannot show me here where I could download drivers for that PC and Windows 10 in my previous post example, then I cannot give you anymore suggestions here myself and I am sorry about that.
Not really sure why you cannot find out who the manufacturer is for that PC.
You need to make sure your PC will actually run an OS before installing or attempting to install said OS.
