An intelligent guess would be that most played games with concurrent players would be the most reviewed and the most owned games - mostly since they are F2P. But still, not certain on all of them. Sure CS GO, DOTA 2 and PUBG seem credible to have been the most reviewed and most owned. Notwithstanding, I wonder what other games are in the top 10, top 20 all time most reviewed and most owned games.
It's going to be difficult to find such a list, and certainly not on a store because even Steam has games missing for whatever reason.
What I tend to do if I'm looking for either a "best" list or a complete list of ALL releases for a platform in order of review, then I generally start with Metacritic.
If I'm going after finding ALL releases for a platform, I then go further by looking at Wikipedia for a list of everything to fill in the gaps.
Of course, the more obscure entries might be a bit light on the reviews, so scoring can be difficult or inaccurate.
But generally sopeaking a simple Google of "best PC games ever" will yield you a few results to go through and compile what you want out of it.
Stores aren't likely to do simply because, as I said, it's pretty pointless inadvertently advertising games you don't have.
