It might just be the simple fact that externals do have performance issues with Steam games, and that game in particular is not liking being installed on that external drive.
Very sorry I could not help you figure it out, but someone else might post other ideas so feel free to stay subbed to the thread.
Like hopefully its just an interruption issue and the new cable will help but otherwise ill just have to manage the space really tight and not download any triple a games unless i want my entire pc devoted to those games alone.
It might have something to do with Battlefield 1 having its own client by needing Origin also, so maybe test the issue with games you have that do not have another third party DRM necessary, but only need Steam to launch from your library.
You can also try the game forum, and search there for anyone that might have tried to install it on an external also. Maybe a long shot, but you might find similar issues there, using the forum search, unless you already have.
Its probably because of the DRM but like i dont even know, ive been working at this all day and to just come out in the negative is driving me insane
the irony of me buying the external hdd because ea games are so big only for those games to cause problems is not lost on me
Have you considered that something might have updated since you played it last, and might be causing a new conflict ? I mean software such as exampled here :

Try to think of things that might have commonality between it being installed internally or externally and work the problem that way.
Go to msconfig in Windows Start and look closely at the startup tabs and Task Manager. Check the box to "hide all Microsoft services" and look closely at anything still running or launching on boot automatically.

From what you have posted this far, as long as your hardware in the laptop is fine, then this really sounds like a software conflict to me.
Just in case you want to try that :
1. Take screenshots of all of the programs you have installed on your computer. "apps" (Windows 10 click "Start" (Windows icon on bottom left))
2. Click Windows Start and type in msconfig and run that resulting process. Go to the services tab and check the box on bottom "Hide all Microsoft services". Take screenshots of all that is left.
3. Then go to the startup tab on top of that same window (Task Manager in W10). Expand the header on the left so we can best see the process name (small window, so do the best you can). Take screenshots of all that there also. Don't forget to scroll down if needed and get everything in the shots, please.
Post all the links to the above screenshots here, using a file hosting site such as imgur.com, which is free to use.

And I already see a big issue, that might be the problem, or part of it.
See the Killer processes in your msconfig shots ? Is that part of your drivers for your internet, as you have a Killer Network device on that laptop ?
The Killer Network Access Manager Suite has been a known issue with Steam and games for years here, and you can see this from using the forum search.
It's recommended that you have the Killer driver installed ONLY, and remove all other software related to the Suite, if that is relevant.
