From what you described in the OP, it does in fact sound like this could be the issue :
If something was blocking features being installed during first time setup of the game, you would have to correct the issue blocking the installation of the components, and then run them manually from the game's own files.
Look for files such as redist x 64 and redist x 86 and run them manually, after correcting any issues that might have blocked the installation of the packages.
Go to "help" in the top of Steam, then "system information". Right click in the new window, select all, then copy and paste all of that here, please.

So this leads me back to possible conflicting software. It fits in line with what you have described so far, as well as what you have done to try to correct the problem.
I can't say for sure, but I would suspect that is the issue. Go to msconfig from Windows Start apps, and run that and look under the Task Manager and Startup tabs. Check the box to "hide all Microsoft services" and carefully look at everything that is left in the list.
Did you build that PC yourself or did you purchase it as a prebuild ?
Prebuilds can come with lots of software that you really don't need and some can even be bloatware. I am guessing this would have been an issue for you before now, but something could have possibly updated or changed otherwise, and is now causing a new conflict.
Just a theory.
But I have not upgraded or changed anything with this system for almost a year now and it has been running steam perfectly normal ever since this issue only began a few days ago.
It would be recommended to do a clean installation of all GPU drivers in that case, as different drivers on the same system can cause issues later on.

Since you said it was an Nvidia GPU before, then I highly doubt that is your problem here, but wanted to ask just in case you wish to try that.
I still go back to conflicting software. Sorry, but until that is ruled out, it can't be ignored. I could try to look at what you have, but you would have to post some screenshots for us to look through.
I will post that in case you wish to do this :
1. Take screenshots of all of the programs you have installed on your computer. "apps" (Windows 10 click "Start" (Windows icon on bottom left))
2. Click Windows Start and type in msconfig and run that resulting process. Go to the services tab and check the box on bottom "Hide all Microsoft services". Take screenshots of all that is left.
3. Then go to the startup tab on top of that same window (Task Manager in W10). Expand the header on the left so we can best see the process name (small window, so do the best you can). Take screenshots of all that there also. Don't forget to scroll down if needed and get everything in the shots, please.

Disable that from running on boot, and restart your PC and then you have to verify the game files for any game again, and test it again.
You might also have to reinstall the redist. packages manually that we talked about before. But first, just verify and then test the game, after restarting your PC.

After doing everything you said including reinstalling the redist packages manually it still will not run. I am trying to run rocket league since its the only game I have currently downloaded when I try and launch it through steam it continues with the same problem of saying running then refreshing back to PLAY. but when I try and run the game from its .exe file I get a system error stating that VCRUNTIME140.1dll was not found. And tells me to reinstall the game. This is also after I verified the game.
