I use the same internet for the old computer as the new
I made sure all of these apps are allowed through my firewall
nothing make sense, unless ISP cant get traffic throug some where between you and your friends or into same server.

well dont have ipv6 issue , then its exatly that segmented network . this has been warned in several Education that has this as part of there educations.

he who dont have ipv6 and ISP that dont have it, will get into trouble, ipv4 adr run out a long time ago.
but dont you have old pc , it will take you 2 sec to point at other pc or router is not with NAT
Your best bet is to remove them entirely and get something better that works fine with Steam.
If all else fails, and you're still getting issues, you can try this test. Start Windows in Safe Mode with networking. Granted, this will enable you to run steam and games might be a little wonky or settings might be messed up but try it to see if the problem persists.
If the issues is solved then it most certainly still IS something software-wise on your system causing the problem.
I'm also going to go through the hoops to get to steam support on this one.
I wouldn't bother with Steam support, as they're only for account issues where we can't help.
So what did safe mode with networking do? If it failed still and you ONLY have Windows Defender, then there is something else software related that is blocking on your computer.
Windows Defender - think about it - if you can't remove it, neither can anyone else, and we don't all have issues, so it's unlikely to be at fault.
The question is, what IS blocking things?
Your best bet going forward is to try and disable things on startup, or remove them entirely (uninstall) until you find out what is causing the issue.
but this dont ruleout then they someday do, and they will contact all endcustomer with it.

its you job to ruleout its not and keep a eye on it.
im pretty sure you dont need to know ip-adr is same as where you live, it just a im here now with this ID wan ID not privat IP behind a router.
this is a roughly explanation on that layer level3 without going into to much detail for a thing.
but all the adr has been used so ipv6 is on the step to takeover and same time keep use ipv4.
and you will see plenty of post with people say turn it off. ( this is not recommended anymore )
and can give issue with narrow your world down and could in worst case be seen as alone and not connected. if ISP change first jump you have to isp with a ipv6 router. its that complicated untill they fix a way to get past such.
i dont keep up at then world is not fully ipv6 mandatory , why should i, not worth my time but if other know more say so.
but maybe test with other pc get a friends laptop to ruleout at your end or take your laptop to hes place to ruleout own ISP. ( you have many test issue then old pc work and not new.
and that is firewall/antiviru or router or ISP issue.
and old pc is working if i recall correctly , besure router know NAT or whaever you did to get traffic to other pc.
