Start scanning your computer.

Start with an antivirus and an anti-malware scan. (i.e. Malwarebytes)

I scanned it multiple times, Would it have to do somewith the cache, cuz it happened after I got redirected to ad page 4 times :( after google searching and i clicked one of the advertising

Rather than repetition, I'm more so saying the scanner isn't good enough.

You can also go the manual route and see if you can spot any unknown processes under your Task Manager, or see if you see any unknown files under Program Files or AppData\ or even Control Panel > Programs and Features.

It's all normal, I checked. would it just have to be something with the Steam Web Browser, doesn't happen on my Google Chrome or Internet Explorer. :I

I always like to think when the antivirus didn't stop it since the first moment you got it, it's not likely will, then I will suggest you fine some trustable anti malware programs(or websites, I think a few big companies have that before, like Trend?) to scan your PC, since every anti virus company have different database and method to deal with problems, it could works

I checked with 2 Different Virus Scanners (Malware-Bytes Premium + SpyHunter 4 Pro)

Steam's web cache is stored under AppData\Local\Steam\

You can exit Steam and try remove the htmlcache -folder and restart Steam.

Although ads popping up isn't a promising sign.

Wait, appdata?
It's a hidden folder under C:\Users\<username>\, yes.

Easy way to get to AppData\Local is via

Hold down [Windows] and [R] -keys and type in
%localappdata%
and press Enter.

Then you see a Steam -folder there.
