that is up to that groups admin to decide if advertising is allowed in the group and what kind of advertising is allowed.

If you have a game with a sub-forum for example called 'Recruitement' with a pinned thread saying that advertising Discord servers is allowed regarding recruiting people and related, you are allowed. But in general, advertising on Steam in any way is NOT allowed.

I even got warned for 'advertising' the official Discord server of a game in their own forum on Steam which is just plain dumb in my opinion as someone asked what is the official Discord server of this game and I replied with a link containing the invite of the official Discord, so be aware of that as well.
