10 Gigabit per second = 1,25 GigaByte per second.
MB normally means MegaByte, where Mb is Megabit.
9 MB/s would suggest 72Mbps.
Now assuming you mean 10Gbps internet speed, that is theoratical.
10 gigabit is the newest / latest tech. Almost no in between server supports this speed, so often its dropped down to 500Mbps download and some upload value. (however if your ISP delivers you 10Gbps, then you should at least within their network and their partner's network have 10Gbps)
Basically, what I am saying is that currently its unlikely you can even achieve 1GB upload unfortunately, especially to some 'file host' who will limit the upload speed.
That said your speed seems unusually low in comparisant.
Reset your DNS, reset your router, check the speed of your SSD/HDD (random 4k write speed)
Make sure your pc isn't sending other write commands (windows update, etc.)
I checked. My internet speed is Down: 929 Mbps and Up: 860 Mbps. How much should that transfer to for a steam download?
but what I do know is that 72Mbps is way too low. You can go up a lot higher.

Due to this I think you should diffidently be able to get 929Mbps, or at least get a lot more than just 72.
Try these commands in CMD, it may fix the speed issue:
Like I said before, its recommended you take away the power of your router for a moment so that it can cool down a bit, and then reconnect so that it restarts fully. Perhaps this too fixes a speed issue.
Measure your SSD's write speed with https://crystalmark.info/en/software/crystaldiskmark/
(again you need to look at Random 4K speed. (rnd4k) mainly, to see its performance on writing small stuff in random places). It will help determine how fast your device can write and, this can be a limiter on your actual download speed. If its slower than your download speed, then yeah-- (your drive being too busy means no room for more download xd)
Take a look at Task Manager while downloading and see if your disk is busy or other things are using up your internet.
Other things that contribute to speed:
If your SSD is connected by Sata, keep in mind Sata has a speed limit of 550~600MB/s

USB 3 is faster.
(Sata is fine for 1Gbps, since its way under the speed limit. Even 10Gbps would work.)
And of course programs: firewall, scanners, trackers, etc. Things that try to control or monitor activity slow things down.
Hibernation settings. (sleep mode... power saving mode, etc.)

1 Byte = 8 Bits
8 Bits = 1 Byte
If have 8Mbps = 1MBps.
That right you divide by 8 if trying convert Bit to Byte, or multiply by 8 if trying to convert Byte to Bit.
Now if there an issue, try flushing your network that was suggested by Elucidator, then reboot your modem & router, then test.
If you're using custom DNS, using porxy/VPN ensure those are not causing you a problem.
Another thing can affect speed if you're already downloading something else where you have multiple things download at once, where it split the workload. Or another case your storage already under load by something else, and downloading same time.
Depends what processor you have, the storage type as well can also be factor for how your download rate can be affected.
Things beyond your control csn be related to your ISP network infrastructure, the path going to server, and server side issue if there a problem.
Can always test by switching server via Steam settings, try Toronto Canada, or something else to see if results change.

Well, he could try switching the steam download server, on some i'm only getting 20MB/s myself.
I'm currently using Sweden - Gothenburg.
Or he just has a very old HDD that's processing data so slow that it's bottlenecking his downloads? No idea otherwise.
