From the player, click the icon with six squares (Browse Music), that'll get you to the Music Library page.
From there click Albums and you can select Playlists option. Click the + symbol, or right-click in the left or right panes for the menus.
Those menus are buggy in the Music Library for me, they close after moving the mouse off of entries that have a sub-menu. If you get the same, you could use the arrow keys or just not mouse over them (unless you're choosing one of their sub-menu options of course :D ).
Music player related stuff are also accessible via Big Picture mode: Library > Local Music
Update arrow keys worked where moving the mouse didn't.
To add a single track to the list (not the entire folder) you must not use the music player popup but instead the main steam program View > Music player > Click the boxes. This will bring you to a screen that has all your music just like the player popup. First go to the playlists tab, right click and create a new playlist. Then go back to the albums tab, select the album you want things from and navigate in it to your song and then right click add to playlist. And there is no search bar even if you know the title you must scroll through the entire list of everything for your one thing and then add the next in the same way.
Steam please make playlists like 500% more intuitive and not hidden in a background tab and add a search bar so the user can more easily find the tracks they want out of everything they have.
Not only is it awkward to use, but your music stops if the client restarts for an update.
