Kinguin Duplicate

Maybe steam support would tell you,
but actually you have no obligation to solve it.

Tell the shop you got it from, they can do it themself, you want the refund for a bad product, or you have to do a chargeback. Its their choice.

I also wrote to steam support, I will see if they have such information (and they should have), a log about an attempt to use the code on my account

Steam does not provide this information, and the owners of this website know that very well. They are stalling and hope, that you will stop asking for a refund or end up blaming Valve for their failure.

They failed to deliver a working product. If you paid with a method, that allows for a chargeback, do that.
Do not buy there again.
