(See my edit below) Your CPU is too slow. The minimum is 2.4 and you have 1.7, you see. It may be possible to run Windows in "maximum performance mode" and get more out of your CPU, but I cannot say for sure if you will get to 2.4.

EDIT..Looks like I may be wrong here. Intel says the max is 2.7 for your CPU.
