I don't think so, since you will need around 1GB (1024MB) of VRAM, otherwise you'll have massive frame drops.

That 512MB DDR2 VRAM is going to have a hard time. I looked up on youtube and I saw videos of some people playing GTA V on a GT 220 1GB of RAM, could not find the 512MB model unfortunately.

The game also requires a 64bit OS and a quad core processor, MINIMUM. When you post your system specs, you need to include the OS always.

MINIMUM:
OS: Windows 8.1 64 Bit, Windows 8 64 Bit, Windows 7 64 Bit Service Pack 1, Windows Vista 64 Bit Service Pack 2* (*NVIDIA video card recommended if running Vista OS)
Processor: Intel Core 2 Quad CPU Q6600 @ 2.40GHz (4 CPUs) / AMD Phenom 9850 Quad-Core Processor (4 CPUs) @ 2.5GHz
Memory: 4 GB RAM
Graphics: NVIDIA 9800 GT 1GB / AMD HD 4870 1GB (DX 10, 10.1, 11)
Storage: 65 GB available space
Sound Card: 100% DirectX 10 compatible

Is your version of Windows 32 or 64 bit ? That i3 only has 2 cores but 4 threads so "maybe" that counts but I would not be too sure.

No reason to go into a long debate. He won't play with that graphics card at all.

On sidenote: GTA V works on some 2 core CPU's - assuming they have hyperthreading. The i3 should work. So he could play with another 4GB RAM stick, a better GPU and if his OS is 64bit.

Would this work?
Nvidia geforce 840m 2gb
8gb Ram
Quad Core Intel(R) Core(TM) i7-4510U CPU @ 2.00Ghz
OS Windows 10
64bit

thanks in advance.

Yes will sure do. Played it on my old Laptop with GT 540m 2GB, Core i7 and 8GB of RAM and worked just fine, something below medium, you'll be much better with that 840m.

You are right, but I just figured OP would need some aditional convincing here. And that is what I assumed was correct, concerning the i3 and utilizing hyperthreading. Thanks.
