What does this mean ? Did you in fact uninstall the other driver before installing this driver ? You would maybe need to boot into safe mode and NOT safe mode WITH networking to do that.
If you could please be more descriptive in what exactly you are doing there, it could save quite a bit of time here in trying to help you and time for you better spent there playing games also.
So if you have cleanly installed the correct driver now, since you did not answer anything that I mentioned about what model you have of Atheros device (there are two for that PC and I don't know which one you have), then can you not manually start the device while in safe mode WITH networking ?
The symbol says that the device is not working. So why not ? Use device manager and fix it by starting the device or reading what Windows says the problem is as to why it cannot start.
Missing driver, for example ? You may have to reboot your PC. Reboot into safe mode WITH networking.
To be quite honest, this is getting out of scope for this forum. The hardware and OS forum is getting more and more suited for your issues.

EDIT..Please understand I am not trying to be rude here. You have basically found the cause of your problems and it is not Steam related. We have shown you that something is affecting your downloads in normal boot (Avast and/or device driver or router) and now you seem to just need help with getting your hardware configured properly in that PC, either by updating and installing the correct drivers from the ♥♥♥♥♥♥♥♥ source, or eliminating your router as a possible cause.
EDIT: I am debating on what I should do first, Uninstall Avast or uninstall and reinstall the driver. As for the model for Atheros, I am still looking for it
That is exactly what I already said, uninstall the driver you installed from the questionable source and install the correct driver from Acer. You have to not be using the device to do that, which means being in safe mode and NOT safe mode with networking, as I also already said. You may be able to uninstall it now since it is not in use in the first place, but I have no idea what you have done there at this point.
Yes, you need to be absolutely sure of what model you have, concerning Atheros in that computer.
As I also said, with all due respect, this is now totaly out of scope for this forum. There is a hardware and OS forum that I have linked for you if you need further help on this. I am sorry about that, but I feel the need to be proper here in the forums and post properly on topic with the subject matter of the forum. This is help and tips for Steam, you see. You now need help and tips for your hardware and OS.
You seem to be on the right track here. Please read back over the thread. You have not commented on quite a bit of information that I have posted, and I have no idea if you have seen it or not.
